We recently launched and operated the first American lunar lander mission since the Apollo Program.  Beyond helping lead America back to the Moon, Astrobotic developed and operates reusable vertical takeoff, vertical landing (VTVL) rockets and continues to advance next-generation VTVL capabilities and advanced rocket engines. Established in 2007, Astrobotic is headquartered in Pittsburgh, PA, with a propulsion and test campus in Mojave, CA. 

We are currently looking for an experienced Facility Security Officer (FSO) and Export Compliance Specialist to develop, implement and enforce an industrial security program as well as support our internal export compliance program and controls. This position plays a critical role in supporting the establishment of a facility level clearance (FCL) at our Pittsburgh PA facility.  The successful candidate will support clearance processing, visit certifications, document control, and physical security.  A thorough understanding of security databases such as DISS, eQIP, NISS and ACCS is required. The FSO is responsible for implementing and providing guidance on security issues such as security education, insider threat, document classification and marking, security investigations, and personnel clearances.  The FSO will apply knowledge of, and experience with, strong understanding of physical security requirements to include Closed /Open Storage Areas and sensitive compartmented information facility (SCIF). Additionally, the FSO must have working knowledge of SF-86, SF-312, DD-254, SF700, SF702, Operations Security (OPSEC) to develop, implement, and maintain the OPSEC Program to protect sensitive unclassified information, activities, equipment, and materials. 

Job Responsibilities:

  • Work closely with the Defense Counterintelligence and Security Agency (DCSA) to establish and maintain Facility Clearance in compliance with the National Industrial Security Program Operating Manual (NISPOM).
  • Interface with all levels of Astrobotic personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), DoD Manual 5205.07, Contract Security Classification Specification (DD254) and Program Classification Guides.
  • Ensure that Facility Clearance paperwork is accurate and up to date.
  • Develop and maintain security policies, procedures, and emergency response plans, and ensure they are communicated and followed throughout the organization.
  • Process initial, crossover, and personnel clearance requests using DISS and e-APP.
  • Maintain accurate clearance data and personnel files for cleared employees.
  • Oversee access control for employees, vendors, and visitors to include access to restricted areas. Maintain physical security measures throughout facility.
  • Conduct initial/refresher Security Briefings as well as other Security Education, Training and Awareness.
  • Submit visit requests for cleared employees to attend classified meetings.
  • Assist employees in applying for and obtaining government badges/credentials/accounts.
  • Manage various reporting requirements and submissions to the government.
  • Manage DCSA compliant Insider Threat Program and lead working group meetings.
  • Manage the safeguarding and document control for classified holdings.
  • Facilitate the transmission and receipt of classified shipments.
  • Oversee accredited information systems to ensure proper procedures and safeguarding controls are implemented.
  • Issue, track, and maintain DD254s.
  • Work closely with IT and ISSO to ensure government compliance with CUI requirements.
  • Work closely with HR in the on-boarding process of new-hires to ensure clearance requirements and contingencies are met.
  • Cooperate in various government audits of our facilities and systems to ensure compliance.
  • Conduct regular internal security audits /inspections to assess the effectiveness of the security program and identify areas for improvement. Address any deficiencies promptly.
  • Respond to and investigate all security related incidents, breaches, and suspicious activities. Report the findings to the appropriate government entities and take corrective actions as needed.
  • Develop and implement security training programs for employees, emphasizing security awareness and compliance with policies and procedures. Coordinate the instruction of security training courses for all cleared employees. Ensure that all appropriate personnel have completed security education programs and that documentation to that effect is maintained.
  • Support the export compliance managers in the enforcement and implementation of the export compliance program; work with engineering to support accurate product categorization; administer required records e.g., export transactions, licenses, Strategic Trade Agreements, Technical Assistance Agreements, etc.

Required Skills & Qualifications:

  • BA/BS or equivalent experience and 8+ years of prior relevant experience.
  • 5+ years of experience as an FSO.
  • Experience performing as an FSO and able to demonstrate successful completion or maintenance of Facilities Clearance.
  • Thorough working knowledge of the NISPOM, other relevant DoD security guidance.
  • Ability to interpret company and government security policies and apply them to program operations.
  • Strong understanding of Physical Security requirements to include collateral Closed Areas and SCIFs.
  • Working knowledge of SF-86, SF-312, DD-254, SF700, SF702 and other required forms.
  • Thorough understanding of security databases such as DISS, eQIP, NISS.
  • Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate.
  • Ability to develop and establish an effective security awareness, training, and education program.
  • Requires ability to influence others outside of own area on policies, practices, and procedures.
  • Candidates must possess an active security clearance, preferably Top Secret.

Desired Skills & Qualifications:

  • Experience working in aerospace industry or DOD contractor.
  • FSO training certificate.
  • Must be able to list up to 50 pounds.

The base salary range represents the low and high end of the anticipated salary range for this position. The actual base salary offered for this position will depend on numerous factors including individual performance, business objectives, and the candidates professional experience.  Base salary is just one component of Astrobotic’s competitive total rewards strategy.
